Why LA gutters fill up

There is no snow here and no big autumn leaf drop, so people assume gutters take care of themselves. They don’t. What fills them is dry litter, and it builds all year: jacaranda flowers and seed pods, ficus leaves that shed constantly, eucalyptus bark and gumnuts, pine needles, palm fiber, sycamore leaves, roof grit, and whatever else the wind moves around. It packs down into a dense mat, and the first real rain turns that mat into a plug.

Timing matters. Late September through October is the window, before the season starts. If you have heavy tree cover over the roof, clear them a second time in January.

What happens when they overflow

Water pours over the front edge instead of going down the downspout. Two things follow. The fascia board behind the gutter stays wet and eventually rots, and repairing fascia is carpentry, which costs a lot more than gutter work. The water also lands at the base of the wall and saturates the ground against the foundation. On a hillside lot, or an older house with a raised foundation and a crawlspace, that is the last place you want standing water.

How often is realistic

Once a year, before the rain, covers most LA houses. Twice if there are trees directly over the roof. Ficus, pine and jacaranda are the ones that push it to twice. If nothing overhangs your roof, every couple of years may be enough. Nobody needs the quarterly plan.

Clearing, resealing, or replacing

Clearing is the routine job: debris out by hand, downspouts flushed and checked for blockages, gutters run with water to confirm they drain, and the debris bagged and taken away. We flush the downspouts every time. A clean gutter feeding a blocked downspout still overflows.

Minor repair covers what shows up once the gutter is clean. A leaking seam or corner gets scraped and resealed. A section that has pulled away gets re-hung with new hangers. A downspout that has come off its elbow gets refitted. And an extension can be added to carry water farther from the wall, which is often the cheapest useful thing anyone can do to a house.

Replacement is when the metal has rusted through, the run sags along its whole length, or the fascia behind it has gone soft. That is past what a handyman visit covers. Price it as licensed gutter or carpentry work. Another clear will not hold.

Single-story versus two-story

A single-story house is simple ladder work. Two stories is different, and so is a hillside lot where the downhill side sits three stories off the ground. Those need proper ladder staging or roof access, and they cost more. Plenty of LA houses are one story at the street and two at the back. Say so when you describe the job, so the right ladder is on the truck.

Sometimes it isn’t the gutter

If you are seeing stains on a ceiling or an interior wall, or drips at the eaves after the gutters have been cleared, the problem may be the roof. Blocked gutters can back water up under the lower courses of roofing, and the two get confused all the time. Rule the roof out before paying for another clear. A second clear will not stop water that is coming in over the roofing.

These are estimates, not quotes. Wide ranges are normal for gutter work. Access, the length of the run and how packed the debris is all move the number. Get a firm price for your own house before any work is scheduled.

The license rules, and why we tell you about it

In California there is an exemption that lets minor work be done without a state contractor license, and there is more to it than the dollar figure. It is section 7048 of the Business and Professions Code, and every part of it has to hold: the work is casual, minor or inconsequential, the whole contract price including labor and materials comes to less than $1,000, no building permit is needed, the job is not part of a larger project, and it has not been split into smaller contracts to get under the number. It also does not apply to anyone who brings in another person to do or help with the work, or who advertises in a way that might suggest to the public they’re a contractor. If any one of those does not hold, the exemption is gone and the work needs a licensed contractor.

On price alone, a clear, a reseal or a downspout fix sits well under $1,000. Replacing a full run of gutter, or repairing rotten fascia, goes over that, and that work needs a licensed contractor. Price is the easy part to check, though. On any job, ask about the license before the work starts.
